I. Policy

During periods of inclement weather, the Management of the OSU Foundation will make facility closure decisions based upon the most current information available about weather and road conditions. Consideration will be given to area weather forecasts and to decisions made by local school districts and institutions of higher education so that prudent and reasonable decisions are reached.

When a decision is reached that a Foundation facility will be closed, you will not be given the choice to come to work or stay at work unless you are formally assigned to the team responsible for building security.

If you are personally concerned about hazardous driving conditions during periods of inclement weather, you are asked to make the safest decision possible for yourself with respect to travel to and from work. Under this circumstance, if the Foundation remains open for business, you would be required to use PTO to account for your absence.

If the Foundation remains open for business and you choose not to come to work, you are required to contact your supervisor by phone. If your supervisor is not available to answer the phone, leave your name, a phone number where you can be reached, and a message explaining your status.

II. Definitions

Inclement Weather - Physically severe or harsh weather; rough, boisterous, stormy, rigorously cold.

Facility Closure – A decision to close a Foundation work facility due to inclement weather which causes the cancellation of a regularly scheduled work day. Employee instructions will be provided via phone, as indicated below.

Delayed Start – A decision to delay the start of a work day until weather conditions are fully assessed and or understood. Employee instructions will be provided via phone, as indicated below.

III. Call Procedure for Corvallis, Portland and Bend Offices

Corvallis
Assume that the Corvallis Facility will be open for business as usual. If the decision is made that it will be closed due to inclement weather, a message for staff will be available on the main phone line at 541-737-4218 by no later than 7am, stating that the Foundation is not open for business. There may initially be a large volume of incoming calls; however the message will play on all five lines so your call will eventually be answered. An all staff email will also be sent out for those who have internet access to the email system.

Portland
Assume that the Portland Facility will be open for business as usual. If the decision is made that it will be closed due to inclement weather, a message for staff will be available by no later than 7am by calling the office phone number for the Director of Real Estate and Portland Facilities at 503-553-3411, stating that the Foundation is not open for business. An all staff email will also be sent out for those who have internet access to the email system.

Cascades Campus, Bend
For purposes of this policy, the OSU Foundation office located on the Cascades Campus in Bend, Oregon, will be governed by the decisions made by the Cascades Campus regarding facility closure.

IV. Pay Practice

If a decision is made to close the building for a partial or whole work day, employees will receive their regular pay for up-to three days per year. If the building is closed for a longer period of time, management may determine that PTO must be used for work time missed after the initial three days.

If a decision is made to close the building after you have arrived at work, you will be paid for time you have worked and paid for the remainder of the work day. If you have not reported to work, you will be required to use PTO only for the hours the building was open. If the building remains open and you choose to stay at home or to go home early, the work time you miss will be charged to your PTO account.
